On the activities of the WORLDBRICS International Consortium and the implementation of digital integration projects in BRICS+ countries to attract strategic partners and coordinate areas of cooperation

1. PROJECT STATUS AND LEGITIMACY

The WORLDBRICS International Consortium was established within the official agenda of the BRICS Summit in Kazan on October 24, 2024. The Consortium was created as an international non-profit partnership uniting technology companies, research centers, public organizations, and financial institutions of BRICS+ countries.

“WORLDBRICS is not just another association. It is the world's first multilateral digital platform created for the seamless integration of economies and peoples of BRICS+. We unite 26 countries, 117 companies, and 10 infrastructure initiatives – from quantum communications to humanitarian demining, from a unified digital portal for citizens to our own treasury. Our mission is to provide the countries of the global majority with tools for technological sovereignty and fair economic growth.”

WORLDBRICS specializes in the development and implementation of open digital solutions ensuring practical integration of BRICS+ countries.

Mission: To create a world where a citizen of any BRICS+ country can travel, work, study, and conduct business in any other country as easily as at home.

Functionality:

  • Finance and Payments: Multi-currency wallet, CBDC support (e-CNY, Digital Dirham, e-Rupee, Digital Ruble, Drex), borderless QR payments;
  • Government Services: Digital profile, integration with UAE PASS, Gosuslugi, Aadhaar, Gov.br, DigiLocker;
  • AI Assistant BRICS me: Simultaneous voice translator in all languages, financial advisor, personal assistant;
  • Communication (eSIM): Preferential roaming and instant eSIM connection for travel;
  • Service Integration: Travel, hotels, telemedicine, marketplaces – all in one app.

Technologies: Post-quantum protection QTLE (Cryptosoft), federated data storage, consortium blockchain, biometric authentication.

Target Audience: Tourists, expats, labor migrants, business, students – 3.5 billion potential users.

4.2. 24BRICS – Unified Cross-Border Trade Platform

Key Promise: Delivery of goods from any point in BRICS+ to any other point within 24 hours thanks to a network of bonded warehouses and the Dubai World Central (DWC) express hub.

Functionality:

  • Marketplace of Marketplaces: Aggregator of existing trading platforms (AliExpress, Ozon, Meesho, Joom, Shopee, Kaspi.kz, Uzum);
  • Express Logistics: Multimodal routes (air, rail, auto, sea), automated customs SKALA-FTS, full tracking;
  • Bonded Warehouses: Network of temporary storage warehouses in key BRICS+ points centered in DWC (project capacity 12 million tons/year);
  • CBDC Settlements: Integration with mBridge and IIB, commission reduction from 6–8% to 1–2%;
  • Verticals: 24BRICS AUTO (spare parts with AI selection), 24BRICS PHARMA (medicines with thermal control and SpetsSvyaz delivery).

Technologies: Post-quantum protection QTLE, smart contracts, automated customs clearance, robotized warehouses.

Market: BRICS+ e-commerce volume is projected at $9.13 trillion by 2035 (CAGR 10.7%); cross-border trade is growing by 18% per year.

4.3. TrustBridge – BRICS+ Digital Trust Infrastructure

Mission: Creation of a unified space for legally significant electronic document management (EDM), based on post-quantum protection and the Trusted Third Party (TTP) mechanism.

Functionality:

  • Cross-Border EDM: Legitimate exchange of contracts, invoices, certificates between BRICS+ jurisdictions without notarization;
  • Mutual Recognition of ES: Electronic signatures of all BRICS+ countries are recognized as legally significant based on technology similar to the EAEU (Decision No. 136);
  • Post-Quantum Protection: QTLE technology provides protection against future quantum attacks (Harvest-now, decrypt-later);
  • Contract Privacy: Use of E2E encryption, access to document content only upon request of transaction participants;
  • Digital Notary: Automated document certification, smart contracts, escrow services, collateral management.

Technologies: QTLE (Cryptosoft), secure OS QP, WORLDBRICS CHAIN consortium blockchain for transaction recording.

Application: Basis for legal significance of all transactions in the ecosystem – BRICSInvest (investment agreements), 24BRICS (purchase and sale contracts), BRICSCover (policies).

4.4. BRICSCover – Unified Digital Insurance Ecosystem

Key Promise: "Protection that knows no borders" – unified insurance products valid in all BRICS+ countries.

Functionality:

  • Marine and Cargo Insurance: Protection of vessels, cargo, and logistics chains, integration with 24BRICS for automatic shipment insurance;
  • Auto Insurance: "BRICS+ Green Card" – unified OSAGO/CASCO policy for cross-border travel, E-settlement with AI damage assessment;
  • Tourism and Medicine: Unified policies for tourists, labor migrants, and expats, telemedicine, recognition of policies by partner clinics;
  • Business and Real Estate: Insurance of assets, liability, business interruption;
  • Reinsurance: BRICSCover Re – international risk reinsurance pool, reducing dependence on Lloyd's and Swiss Re.

Market: BRICS+ insurance market volume ~$800 billion (2025), cross-border insurance ~$120 billion; annual premium outflow to the West ~$50 billion.

Technologies: Smart contracts for auto payments, QTLE protection, blockchain policy registry, AI underwriting.

4.5. BRICSInvest – Investment and Credit Platform for Ethical Finance

Vision: Creation of a unified cross-border investment space BRICS+, where business at any stage of development – from startup to national infrastructure project – gets access to fair, ethical, and transparent financing.

Functionality:

  • Startups and SMEs: Digital accelerator with AI business plan generation (analogous to Sputnik), crowdinvesting, partner microfinancing (Mudaraba/Musharaka);
  • Medium Business: Lending (Murabaha/Ijara), equipment leasing, trade finance, factoring;
  • Large Business and PPP: Syndicated lending, issuance of Sukuk and infrastructure bonds, PPP structuring;
  • State Projects: Financing of national programs, green Sukuk, climate bonds, export-import support (IIB).

Ethical Finance: Integration of Islamic banking principles (prohibition of Riba, asset backing, risk sharing, transparency) and ESG standards. Sharia compliance through the BRICS+ Islamic Finance Council.

Market: Islamic finance market $5.2 trillion (2025), growth 14.9% per year; BRICS+ investment market $10 trillion, infrastructure need $2 trillion/year.

Technologies: Smart contracts, integration with TrustBridge for legal significance of contracts, IIB escrow, WORLDBRICS CHAIN for transaction recording.

4.6. WIS (WORLDBRICS Interoperability Standard) – CBDC Interoperability Standard

Purpose: A unified standardized protocol for the interaction of all national digital currencies (CBDC) of BRICS+ countries with post-quantum protection.

Key Principles:

  • Interoperability: Compatibility of Digital Dirham, e-Rupee, e-CNY, Drex, Digital Ruble without the need for direct integration between each pair;
  • Post-Quantum Protection: QTLE technology (Cryptosoft), resistant to quantum computer attacks; compliance with NIST standards (ML-KEM, ML-DSA);
  • Sanctions Neutrality: Transactions between third countries are not blocked; compliance with sanctions only in jurisdictions where they are legally significant;
  • Decentralization: Consortium blockchain without a single point of failure; validation nodes at central banks, IIB, national companies;
  • Transparency: All operations are validated by CB nodes; open source code of the reference implementation (after audit).

Architecture: Three-level – base protocol (QTLE + ML-KEM/ML-DSA), inter-network gateway (ISO 20022, atomic swaps), smart contract level (conditional payments, escrow, clearing).

Governance: WORLDBRICS CBDC Council (strategy), WIS Technical Committee (development, audit), WORLDBRICS CBDC Foundation (IP, certification, headquarters in DIFC/ADGM, UAE).

Integration: Compatibility with mBridge, Project Agorá (BIS), BRICS Bridge; support by 24BRICS platform for CBDC settlements.

4.7. WORLDBRICS CHAIN – Consortium Distributed Ledger

Purpose: Consortium blockchain with validation nodes at key participants for recording protocols, managing financing, and conducting voting.

Functionality:

  • Recording meeting minutes and consortium decisions in an immutable ledger;
  • Distribution of financing via smart contracts with transparent triggers and audit;
  • Voting of consortium participants with cryptographic protection and public verification;
  • Registry of policies (BRICSCover), transactions (BRICSInvest), digital signatures (TrustBridge);
  • Absence of a single point of failure – decentralized topology with nodes in each country.

Participants: Central banks (network validators), IIB (financial node), WORLDBRICS national companies, commercial banks (gateways for clients).

Technologies: Consensus – qualified majority of validators; encryption – QTLE; smart contracts – Solidity-compatible.

Application: Trust infrastructure for all ecosystem projects; base for WIS, TrustBridge, BRICSInvest, BRICSCover.

4.8. BRICSQUANTUM – BRICS+ Quantum Infrastructure

Purpose: Interstate platform for the development of quantum technologies – quantum communications (QKD), post-quantum cryptography (PQC), quantum sensing and navigation.

Directions:

  • Quantum Communication Networks: QKD channels for absolutely secure data transmission between BRICS+ countries;
  • Post-Quantum Cryptography: Development and implementation of algorithms resistant to quantum computer attacks (QTLE, ML-KEM, ML-DSA);
  • Quantum Sensing: NV-centers in diamond for explosives detection, GPS-free navigation, medical diagnostics;
  • Quantum Navigation: Autonomous navigation systems for transport and drones, independent of GPS/GLONASS;
  • KKS VRK: Quantum cryptosystems for generating absolutely random encryption keys (Cryptosoft).

Application: Protection of all ecosystem platforms (WIS, TrustBridge, BRICSME, 24BRICS); demining (CLEAN EARTH); autonomous navigation of unmanned systems.

4.9. WORLDBRICS CLEAN EARTH – Production of Robotics and Software for Humanitarian Demining

Problem: Millions of hectares of land in different countries are contaminated with mines and unexploded ordnance. Existing demining methods are slow, expensive, and dangerous for sappers.

Solution: International industrial and technological cluster for the development and production of robotic complexes for demining with quantum NV-sensors and other modern technologies.

Technologies:

  • Quantum NV-sensors for explosives detection with accuracy >95% regardless of soil type and weather conditions;
  • Robotic platforms for automatic territory scanning without human participation;
  • AI algorithms for classification of detected objects and planning neutralization routes;
  • Secure QTLE communication channels for remote control of robots in combat conditions.

Infrastructure: Plant in SEZ "Kaluga" (Russia); service centers and training grounds in BRICS+ countries; equipment export to countries in need of demining.

Effect: Saving lives, returning lands to economic circulation, creating new jobs; humanitarian mission of the consortium.

4.10. RobodexBRICS – International Robotics Festival

Purpose: Distributed festival of robotics, AI, and unmanned systems in BRICS+ countries, demonstrating achievements and stimulating cooperation.

Format: Annual events in different countries – competitions, exhibitions, conferences, hackathons, demonstration flights and races.

Directions:

  • Industrial robotics and production automation;
  • Unmanned Aerial Vehicles (UAVs) and autonomous transport;
  • Service robotics (medicine, logistics, retail, HoReCa);
  • Artificial Intelligence and machine learning for robotics;
  • Educational programs and personnel training in robotics.

Operator: ANO "Common Interest" (One of the founders is a consortium partner).

Geography: 2026 – India, Russia, UAE, and other BRICS+ countries.

Goal: Formation of a unified BRICS+ technological community, experience exchange, stimulation of innovation and commercialization of developments.

5. FINANCIAL MODEL AND SUSTAINABILITY

5.1. General Financial Model of the Consortium

The Consortium operates as a non-profit structure with diversified funding sources:

  • Targeted contributions from consortium members – regular payments from members to maintain infrastructure;
  • Grants from development institutions: Skolkovo Foundation, Indian DST, Innovation Promotion Fund, NDB, etc.;
  • Sponsorship support from commercial companies – partner contributions from technological and financial corporations;
  • Budget allocations within state digital integration programs;
  • Income from services: certification, accreditation, analytical reports, event organization (RobodexBRICS).
